Breast Massage

In Washington State, “breast massage” refers specifically to the intentional manipulation of breast tissue—not just work around the chest or shoulders. This is precisely defined in WAC 246-830-005. Legal Information Institute

Per WAC 246-830-555, before performing breast massage:

  • You must obtain prior signed or initialed written AND verbal informed consent from the client. If the client is under 18, consent must come from a parent or legal guardian, and we do not offer breast massage to minors. Washington LegislatureRegulation Tracker
     

The written consent must:

  2. Include a statement that the client may discontinue treatment at any time, for any reason. Washington LegislatureRegulation Tracker
     

  3. Include a statement that the client has the option of having a witness present, provided by the client. Washington LegislatureRegulation Tracker
     

Also, you must maintain proof of at least 16 hours of specialized, in-person training in breast massage—covering anatomy, pathology, contraindications, techniques, draping, boundaries, and safety. Washington LegislatureRegulation Tracker

Draping Standards

Under WAC 246-830-560, the practice must include:

  • Allowing client privacy to dress or undress (except in emergencies).
     

  • Always providing a gown or draping, and using safe, hygienic, functional coverage. Draping must ensure that genitals, gluteal cleft, and breasts remain covered—unless temporary exposure is necessary for treatment and only with prior written and verbal informed consent. If any draping variation is needed, you must:

  • Document your specific education or training for that modality.
     

  • Get voluntary, informed consent for the variation.

    Nipples & Areolae – Extra Care Required

  • If treatment includes nipples and areolae, even stricter rules apply (per WAC 246-830-555 (3)):

  • You must obtain one of the following, before proceeding:

  • A written prescription or referral from a licensed medical health care provider specifically for that treatment; OR
     

  • Additional prior signed or initialed written AND verbal informed consent from the client (or guardian if under 18), clearly covering the nipples and areolae.
